The Executive Council has finished the discussion of a draft administrative regulation on the “Amendment to Administrative Regulation No. 12/2019 ‘Establishment of Macau Urban Renewal Limited’”.

According to Administrative Regulation No. 12/2019 Article 2, the scope of work of Macau Urban Renewal Limited (MUR) is primarily to coordinate and promote all activities related to urban renewal with the aim of improving the quality of life and living environment, in addition to promoting economic, social and tourism development.

To push forward the cooperation between Zhuhai and Macau, Zhuhai Municipal People’s Government will provide land in Hengqin for the development of the “Macau New Neighbourhood” project, with the Macau SAR Government suggesting that MUR be responsible for the construction of the project. Since the development of the project is beyond MUR’s business scope of work, the SAR Government has drafted an administrative regulation on “Amendment to Administrative Regulation No. 12/2019 ‘Establishment of Macau Urban Renewal Limited’” to amend MUR’s business scope of work.

The draft proposes the amendment on the rule as stipulated in Administrative Regulation No. 12/2019 Article 2 Clause 2 by adding “introduce projects outside of the Macau SAR that contributes to improving the living quality and environment of Macau residents”. This would create legal conditions for MUR regarding the construction of Macau New Neighbourhood and similar projects in the future.

The draft proposes that the amendment comes into force the day after it is published in the Official Gazette (BO).
