The application period for original Pearl Horizon pre-sale buyers to purchase home swap housing units took place in two phases between 17 June 2019 and 16 August 2019.。

With the assistance of the Municipal Affairs Bureau (IAM), as of 16 August, Macau Urban Renewal Limited (MUR) has received a total of 1,932 applications through the bureau’s Northern District Public Service Centre.

In addition, 12 applications were hand-delivered in sealed envelopes to MUR’s office. All 12 of these applications have failed to have their properties registered as required by the law. According to Chief Executive Order No. 89/2019, MUR will within 30 days after the application period send notification letters to applicants to inform them if their application to purchase home swap housing units have been accepted, rejected or suspended for handling.

Among the 1,932 applications that have registered their properties, 1,716 have been accepted and 216 have been suspended for handling. The above-mentioned 12 applications have been rejected as they have failed to register their properties. MUR rejected these applications in accordance with relevant laws and orders. All notification letters were sent out on 6 September in the form of registered mail.

Meanwhile, an executive order issued on 23 August 2019 approves the follow-up of the land concession procedure where the land lot of the original Pearl Horizon project be handed to MUR for the construction of home swap housing units. The Land, Public Works and Transport Bureau (DSSOPT) has issued the initial plan of the land lot and will meet with MUR for discussions within 30 days.

The saleable area of a home swap housing unit is to be in reference with the saleable area of the off-plan unit purchased by the buyer during the pre-sale period, with no more than five percent difference between the two. Home swap housing units will comply with the design and construction standards of housing in the private sector, with plans to include auxiliary facilities such as a clubhouse and a car park. Refinements are currently being made for a more detailed planning. The construction of home swap housing units is expected to be completed in three years after relevant construction work licensing and operation permit issued by DSSOPT have been obtained.
